Say a player is 700 days old and the agents hasn't logged on in like a couple of months. The agents players names should be able to be used.

If you make it 1 year of inactivity. The same should go for usernames of the banned or accounts that are more than a year old and were not active for at least 30 days. Too many names have been used by people that logged in one time 4 years ago and never returned.

Online Games are always hoping old users will return to become new users again. They usually engage in periodic email campaigns to bring them back for free trials or other special offers or events. And you will see folks come back, even a year or three later.
So I doubt Bort would do this.
The other game I have played for along time did do a screen name dump, but it was like 5 years into the game and the only did it the once. And they had had a huge surge in users who quit right after release so they had a bumper crop of cool names that were hardly used and unlikely to revive. And they still waited half a decade to do the wipe. And that was just screen names.
Don't know that Bort is in that situation.
So while I feel for the purpose of the OP, I don't think its gonna happen.

This game is just shy of 4 years old.
A ton of the taken player and user names were taken the first couple of months of this game's existence. Many of those are people that logged on one or two times within a week of the account's creation date and never returned. It's obvious none of them spent any money on this game. Hell, many of them are probably multis created to pick up referral flex.
