Give the BTE a "pass to"% and "run route/pass block" options in the Casual/Basic tactics.

"Pass to%" isn't applicable because the BTE-primary plays are just TE plays; they fall under that. +1 to the other part ("run route/pass block" options).

Not sure if your agreeing or not, but there are times you only want the BTE to go out and TE to pass block. Or the other way around. The new plays are in and you have no way to separate the 2.
You can differentiate them in "formations" and depth chart, but not in basic tactics.

Are there actually any plays in the playbook that have the BTE going out for a pass? I'll admit I haven't studied it very much but if there are any, there aren't many.
I'm not 100% certain on this, but I'm fairly sure it doesn't "add a route" - it just selects from plays that meet the criteria, right? Let's say there are only 2 in there. If you set it to "BTE goes out 20% of the time" that would mean that for every 5 pass attempts, one of those two plays would get called 1 time. If you made 50 pass attempts in the game, you would have roughly 10 of each of those plays and 40 from ALL the other potential plays they might pick. A lot of teams like to send everyone out 100% of the time so if you did that with the BTE you would end up with 2 different passing plays being called for the entire game.
I'm pretty sure that's how it would end up working. If not, then it would require a set of potential routes to be stapled on top of any existing play which would create some weird traffic situations in some plays.

And all players that can go out have their own sets in Basic, so why not for the BTE. You need to have the choice to send him out or use blocking TEs and choose for them to block instead of running the route that seems to follow whayever you have set for just the TE spot.

Why even create a blocking TE if you want him catching passes and score TDs. Not seeing why?

In pass% to different positions, the BTE is just treated as another TE, just as WR's are lumped in together. There's no pass% to WR1, WR2, WR#, etc.. No need to change that.
In pass block vs. run route calculations, one option is "pass block left side." Now, if it's not a "Big" formation, it just moves the TE to the left side when that comes up. I'm almost certain that in a "Big" formation, though, if "Pass Block Left Side" comes up, it would be the BTE that would just stay in.
