Maybe also have a limit of post-deadline cuts/signings of 2 or 3 per team.
Playoff teams already can't sign guys and still wouldn't be able to even with this provision.
Teams in the playoffs shouldn't be allowed to make any moves as it is now, however once a team is eliminated from the playoffs, they should be able to make whatever player moves they want. The remaining salary issue can be addressed and I see no other exploit that really matters. Networks are do already and are going to continue to move guys "wholesale".
