We can't set prices for tix or concessions, can't build stadium sections and get no nachos.

Why not jsut give every team an annual operating budget of ~$4M or so and keep the home team sales for kicks.

This would get rid of the need for dozens of support tickets because of buggy prices and tickets not being sold every season and allow new and old owners to better plan their salaries at the start of each season.

I'll even add that, since PeeWee league teams cannot advance beyond the PeeWee's, there really isn't a reason to have all the extra trappings and trimmings of non-PeeWee league teams. Simply put, keep it simple guys (and girls).
