right now I am 33/29 and I want to raise it up so its look better when contract offer time rolls around. where do I go from here? I am pass rushing DE.

That should hold you over for a few seasons.

Well, effective level describes what you do from level 1 onwards. You cannot simply make it better now. Retire and recreate trying to gain max advantage of ALGs, training, etc.

1: create on day 40 or 41.
2: Make sure to AT LEAST 20% enhance your primary attribute.
3: train it in a way that you can cap at day 48, using at most one of the boosts of the 0th season so that you can still get at least 2 levels of ALG post-capping
4: raise your primary to sufficient levels (not a DE expert but I believe 81-84 is a good range)
5: multi-train 4-way as much as possible. This means start early and only stop when you need to train on light for AEQ.4
6: focus yourself. Spend only SP on your primary attribute until it reaches the desired level. Focus your training on your majors first (those attributes that have a gold star on your SP page).
7: train your attribute(s) post the caps. It's better to train at 49 and 68 for example than training at 33.

what am i missing to get levels up

it cost 1 SP to raise an attrib by 1 untill its what 48.5 (whatever it is close enough). So basically when u raise something high enough, to the point where it cost say 5 SPs to raise that attrib by 1, u are gaining a lot more total SP value to your player by way of auto level gains once u have attribs high. So the best way to raise your eff lvl is to basically build up many attribs high and preferably 1 or 2 very high in order to increase player value. multi training, enhancing, and BT boosting are all ways to do this.
