I have been thinking about Gart's idea and I think it can work really well. Here is how I envision it working:
So we get the 3 WL reps for each region plus as many teams from OPL and CPL that want to participate (numbers have to be equal).
Then each region seeds its teams. The beauty of the top 9 games being weighted is you have to have your best teams ranked higher, no benefit in trying to rig the rankings. The top 9 games have special value:
#1 seeds game = 10 points
#2 seeds game = 9 points
#3 seeds game = 8 points
#4 seeds game = 7 points
#5 seeds game = 6 points
#6 seeds game = 5 points
#7 seeds game = 4 points
#8 seeds game = 3 points
#9 seeds game = 2 points
#10 seeds game = 1 point
All other seeds game = 1 point
That will give special meaning to the top games but allow as many teams that like (even the all CPU player teams) to participate.
