Why?
Well because the competitive level drop is too large going from Gold to Silver. There are way too many CPU teams or player owned teams with all CPU players in Silver to make it much of a competitive league. If you cut the number of Silver leagues by half, you basically drop the bottom half of Silver back down to Copper, thus making Silver much more competitive.
Of course some promotion/demotion changes would have to be made. Instead of only the Silver league champion going to Gold, both teams that make the championship game would be promoted. Also, every Silver division would get a demoted Gold team, which evens things out more.
I also think there should be promotion & demotions between Silver and Copper. Just like with Gold/Silver, the bottom teams from Silver will be demoted to Copper and the top Copper teams would be promoted to Silver. What I think would work is keep the same demotion process as you have in Gold, the bottom 4 teams from each Silver division get demoted to Copper. To promote enough teams from the 8 Copper leagues, you would need to promote all teams that make the conference championship games, so 4 teams from each Copper league.
There are several reasons why a change like this would be better. First is that the competitive level of the leagues will be more defined and the teams at the various levels will mainly play other teams at their own level.
Second is that people new to owning/running a PW team won't get bumped out of Copper before they are ready. Some of those new owners need a couple season of playing lower level teams to figure things out. If they get thrown into Silver their 2nd season and get killed frequently, they might loose interest and quit GLB.
Third is there would be a sense of accomplishment in the move from Copper to Silver. The reverse is also true, if your team doesn't measure up to the Silver level of play, they get demoted back to Copper to work things out.
Fourth is that by removing 4 leagues total, you will get rid of most of the CPU teams that clutter the various leagues.
Fifth is because the level of Silver play will rise, Silver No-No teams owned and/or run by Gold talent won't have as easy of a time making it to Gold.
