Is there ever a time you would switch a punters tactics to 100 hang time rather than distance? Perhaps if a returner was burning the special teams regularly, would hang time allow the ST to get there sooner, enough to make a difference?

In theory it seems like it would be a good idea. But in reality, I don't think the switch from -100 to 100 actually is effective enough to make this worth bothering with.
