I know hes a low level but i dont want to start off weak and i cant help it later, how can i increase effective level 5.

I would retire this bad boy and start over. Having put points in so many different places is what has hampered not only his effective level, but his potential for the future.

To get a higher effective level later (and make your player the best he can be for the future, here's what I recommend).
1. Retire the player.
2. Rebuild him on Day 41.
3. Select the archetype that fits what you want him to do (strength LB, for example?)
4. Do research regarding cap-building. The Wiki is OK, but Mat McBriar's articles on his blog are good for a general guide.
5. Create a build plan and stick with it. This will help you build a solid player for the future.

Day 41 for a long time has been the 'preferred date' I would still use it just incase something changes.

Bort has made Day 40 equivalent to Day 41 in terms of player building. Though it is better, the difference is negligible.
