Yes and no. You are going to be slower on a route if you are slowed down by a side to side movement, but you'll still get out of the gate faster and out of your side to side cut faster if you have FS active that someone who didn't.

well the lower your agility, and the lower your quick cut the more speed you lose when making path changes... but First Step fires regardless. You get the same initial speed boost, but you might not keep the speed if you don't have the ability to change directions and maintain speed.
