yes.

As an explanation:

1. He's a non-booster so he never got very far.
2. He was built in a distributed manner so his highest attribute was only 3rd capped, with only one other attribute even second capped, while wasting a TON of points on SAs.
3. His eq and VA points are distributed haphazardly in a seemingly random fashion.
4. he's 139 days into decline.

Yeah, that new effective level is nice I think. Makes it easier to see when you should retire, and when to keep them around.

didn't just lose it... He was always that bad but el didn't use decline in the calculation
