My lvl 24 WR doesn't have that burst that you guys have,but he will someday.

He's at CAP 11 in speed now...
can't really focus on Agility, till I cap it at 30

Using speed script , your WR maxed out at 30.00. My WR has you beat by more than a few steps actually. Unless you were referring to a different WR than your own.

Just about every Lvl. ~37-38 speed WR is hitting ~32 on the speed script. Obviously if you looked through every play my WR has been in, you'd find at least a couple of 32s. There are roughly ~1000 level 37-38 WRs that are active at this time. Believe it or not, you are not the unique snowflake you think you are.
