If seniority had anything to do with how good your team is, the Detroit Demon Lions would've dominated USA Pro. Besides, who do you want repping CPL in the WL next season, a merged team that's half SLAP? Or a pure bred CPL team.

Frankly I think any of the 3 teams I listed could make a good dent in the WL next season, especially with the extended plateau.
