If the red number beind the black number under "Level" is smaller, your doing it wrong...
Focus on one attribute at a time. Train it to 32ish, then start dumping SP's into it. At the same time, start training your second attribute to 32ish. Once you take your first attribute to your target (should be at least 74 for most positions), you start dumping SP's into the next attribute.
wash, rinse, repeat.
Get yourself a plan as to how high you need to get each attribute and stick to it.
Oh, and leave SA's alone for a long time (with a LB, maybe forever...)

Not sure I'd go that far yet. It looks like you've boosted him; that's part of the reason your effective level is behind. Take a look at my level 7 SSs. They both are behind and I've only spent SP in a single attribute, so what Shield.Bearer says isn't 100% correct.
You've got two attr capped and while tackling was probably not the best choice, just go back to speed and work it up to 4th cap or so while training agi; it should be your next cap after you get speed to 4th or 5th.
