Yes it does matter, but you don't necessarily have to have max contract. Here is the scale from Catch.

With the morale reserve bonus scaling between those points.

What I don't understand is that money to the players is supposed to be even less important under the new system, but the new system is setup to give them even more of it.

In Pee Wees everyone gives max contracts anyway so it wouldn't really matter to use too much.
