Depends what your OC and or owner wants him to do. As an OC, I value scrambling QB's with decent passing to rack up stats, otherwise defenses will sniff out the run too easily and overload, stack the line, etc. Screens are a great and safe way to build up their passing stats, including using them against creampuff opponents.
I'd still go with Quick Release, but after that, consider Quick Feet or Clever Instinct (depending on your AEQ), Red Zone Freak, or Short Yardage Monster. Short Yardage Monster can be great, since rushing QB's tend to do huge roll outs, exposing them behind the line of scrimmage.

It's this deception why I hate using scrambling QB's, but to each his own. They work in AAA or lower, but in Pro or higher, they're difficult to work with. Very easy to tag.
