Focus on speed or agility (I highly recommend speed) until it's up to 70+ natural, then move on to whichever one you didn't choose at first.

I've got some people saying i should retire him and start over with his SP so speed can be capped already. Thoughts?

Yup. Pump all available creation SP into Speed. the rest agility...
