I know his speed is quite low, but putting in 4 SP just for 1 gain in an attribute seems like a waste, I've been trying to build him towards being a pass orientated SS but I haven't really been reaping any rewards.

Any advice?

You should retire now if you feel you have learned how to make a better dot. Spending 4 SP for 1 attribute point might seem like a bad idea, but you need to get up in this range to build good dots, the earlier the better. He could be okay next season, but long term his build will be weaker and weaker compared to better built dots.
