For a blocking/balanced FB which gets some rushes a game, is it better to have 2 Lead Block AEQs or 1 with lead block and other with +3% break tackle chance?

I would say 1 Lead Block, since you can then get it up to 10+ rather cheaply, and the other break tackle %
