for an agility/speed back (as I'm assuming the OP is) I'd definitely get carrying to the first cap before strength. Now I'd get strength up there right after carrying, but carrying is going to help more in the long run with elusive SAs.

Now if he's going for a power or combo back, then yes definitely strength.
