I'm not sure if either are stiff arm...kinda just looks like the cpu player taking a bad angle and having awful agility.

it's def a stiff arm. i asked bort bout this a while back because it doesn't say 'missed tackle' ... there's a bug for it too

This is true. A stiff arm doesn't always trigger a broken tackle because, apparently, sometimes the stiff arm fires before the tackle attempt so it doesn't register as a "missed" tackle because no tackle attempt ever took place.
