does spying for casual mean that the player assigned to spy, just follows that player they are spying, so in a casual league I could spy the qb, so maybe it would help stop the rushng qb in a casual league>

Spy is useless.

It basicly has the spy not cross the LOS and try and stay in line with the QB. The problem with that is the QB will outrun him going outside since must rushing QBs have insane speed.

Yeah, Spy doesn't work. I think the best way to deal with the rushing QB is to

1) Have a strong interior run defense so they can't go inside with the QB
2) Set tactics to favor the outside run. This will cut down the rushing QB a lot of the time when he heads outside

Still it seems like Spy could be fixed. Hopefully Season 15 will bring an improvement.
