Alright, I'm thinking of making a punter. I don't boost , so I want something that will peak in the 40s. I've seen a few people post something like 7th cap punting, 5th cap confidence to start it out, but thats END game build, right? Would 5th cap punting, 4th cap confidence be good for mid level? Then 3rd cap str, vis? Or what would you recommend?

You'll never make all that on a non-booster. If he will never boost his level will max at 40-41 in his 10th season. The highest you're going to want to go on punting would be 4th cap, and then 3rd cap on con. That should give you enough time to get vis/str both triple capped, and leave time for a few SAs.
Alternatively you could go higher on punting and confidence at the cost of vis/str. I'd suggest running some tests in the virtual player builder.
