If i want to get my bar higher, should i go from 63 agi to 68 agi, OR 35 jmp to 48 jmp

Jumping does nothing for your kicking bar. Go with agility.

Spending almost 20 skill points to add one point in kicking isn't going to help his bar as much as raising agility...

I wasn't actually recommending putting SP in kicking, I was just showing off my kicker's bar and high kicking.
