Is it 60/60/60?

60/60/60 for each and then raise each of them to 68 and then you can be done. Others will say to raise them higher than 68 but there is no need. By raising them higher it really limits your other attributes for an effective safety. Again, others will say otherwise of course. I am a fan of keeping Speed and Vision at a 1:1 ratio with Agility a little behind. Getting Speed and Vision to 68 before touching Agility is another way to go and probably one I would prefer.

These levels hamstring your FS to no end and only make him very one dimensional.

with the one-dimension being called "a great coverage safety"

That is not a Safeties primary role. All you are doing at those levels is making a 3rd/4th/5th CB.

Didn't get it. pass coverage is not a primary role for safeties?

Safeties are "do all, end all" players. The DL is to plug the holes to stop the run. The LB's are to tackle the RB's and short passes, unless blocked. The CB's are to stop the passes and the Safeties are just that... the safety net of the defense which means to cover up where the front lines missed. The safeties need to see the field much more than other players and need to react to the play. Pass coverage and lining up 1-on-1 with a WR is never in the scope of a safeties duties, at least primary receiver or even a #2. The way many claim to make a FS is to be a CB #1 on a team which is hardly the way a FS should be built.
But hey, keep plugging points into speed because we all know speed is the most important stat.

Don't let this comment get stuck in anyones heads. NFL safetys might be built this way but not in GLB with the way pathing is. One thing in common with 68 capped speed safetys is they all get burned for big plays. Challenge's safety is no exceptions but don't take my word for it. I encourage everyone to scout through their favorite posters players plays and see who's opinion they like the most.
74 speed FS's have no problem stopping the run so I really hate hearing this one dimensional crap. As my FS almost does better then most LB's at stopping the run despite them starting closer to the RB.

This is completely wrong.
If you only take speed to 60, you will be an absolute liability in coverage. In fact, as an OC, if I see an opposing safety that cripplingly slow, my entire gameplan would be exploiting him in coverage. These days, every solid higher level NT in the game has over 68 speed.
So yes, speed is the most important attribute in the game. By a ridiculously wide margin. And with modern slowbuilding techniques, having 120 speed, 70+ agility, 80+ vision, and high strength/tackling/jumping/stamina/confidence.
Also, safeties need to be significantly faster than CBs in GLB, which is why trying to draw analogies between GLB and real-life is pointless. In GLB, good corners often have 95-100 speed, while good safeties generally have in excess of 110.
