No - you're going to get to the point where you have too many SPs and nothing to spend them on. You'll end up going back and adding more to throwing or something. I'd rather see you add the points early. You also don't address confidence. I'd probably do something like

Throwing 68
Vision 68
Speed 68
Agility 68
Strength 60
Confidence 60
Carrying 60
SAs
Two sets of EQ: one throwing/vision set (with TS and PQ% AEQ), one speed set

Also, being a real dual threat like you would think of Vince Young, Mike Vick or Aaron Rodgers at a high level is not easy, if it's doable at all in the current game. In GLB, the "dual threat" is really the threat of the opposing defensive coordinator not addressing the QB Rollout when you run it, or vice versa when your player is in the game (see "tags"). It's more like "wear your throwing EQ in this game, and your rushing EQ in this game, and I'll match the O AI to your EQ."

In short I wouldn't make this player unless you already have a home for him, because if you're just trying to get him recruited through free agency... best of luck.

thats what me and Matt Cline were talking about in pm's,about having 2 sets of EQ.also thanks for the advice it was great.and i do have a slow build team for him already.and they are using 2 QB's,does this change the way you look at it.i'm looking to the future if i was to leave the team for another.

No, it doesn't change the way I look at it - you need a 2 QB system for him to be at all successful. If you leave the team at an early level (below level 57ish), good luck finding a new team for him.

wrong and right

you can leave the 2 QB system
but you have to be atleast 38 cap team
my QB went for a starting role at lvl 38
got it and team went 16-0 i think my QB hit like 1600 passing yaards and 2000 rushing yards
we had a great team but you have to have a owner that knows what hes doing

What would you need on a QB to make him decent at short passing and screens? If you are going to have a rushing QB what at the prereq's to having him be able to connect passes 3-5 yards from LOS with out being a liability?

I'm doing this, going like this

74 Speed (While training vision, throwing)
68 Throwing (Training Agility, Vision)
61 Vision (Training???)

Could this work?
