Does anyone know the actual percentage by which it improves speed, agility and vision?

I think only Bort knows how much it improves Speed/Agility.

It doesn't directly improve Vision.
It improves "tackle avoidance" which could mean so many things.

You are right about the vision. My mistake. Just trying to figure out if return specialist is better than spending SP on something else.

Bort recently clarified on the tackle avoidance; it works for skills like Spin, NOT for fake skills (Juke, Head Fake). Tackle avoidance apparently means tackle breaking/etc, not fakes. I'm trying to dig up the thread now.
