+3 speed, +1sticky hands worth buying. He's L25 with a superior Vision Pc. I figure that the +3speed might make it worth while?

Yes. Buy it now, but keep looking for SDC. Between the two, you should have enough BTs if you haven't been shopping for AEQ a ton.
