Justin Harper is a great wide-receiver that has like 44 in catching and 30-35 in speed, we can be relied on and will continue to progress if anybody offers him a job. He is currently with the Baltimore Stags (CPU controlled team) and will be released at the end of the season. I promise that he WILL get better if given the playing time and money.
