Need vision and blocking to consistently see the need for a block, agility to position for it, and blocking to engage it. Agility will also help you hold it and maintain position if it's broken so you can re-engage.
For pee-wee it's going to be WR vs CB directly in front him, so he doesn't have to make much of a vision check to get the right guy (major issue with fullbacks though). You could be right about the blocking, it may increase the radius to the point where he can also catch the blitzing safety and/or engage the CB a little longer. Although in mose cases you PS sweep and SI sweep are really going to get potent when the TE gets to the point where he can catch the safety. When this happens, a high strength WR can flatten the CB and set their sights on the LBs for possible huge gains.
