He's also rolled the following two pieces;

Break block chance +2%, Deflect ball chance +5%
+3 tackling, +1 Strong Base SA

Being an OLB, Strong Base doesn't seem very useful...should I take the BB + DB?

I'd hold on to it yes. I think pieces like that are underestimated, it should help a little against the run and a decent amount in coverage. Add in a piece with +2 speed, +5% make tackle or avoid fake and imo you're set.
