Invite the Champions of all Minor League teams with the exception of the Uncapped Minors teams and have a Tournament.
There would be a total of 71 Champions per League that would be elegible and 57 AT-Large Bids.

How does it work?

Just like in NCAA Basketball,when a team wins it's Conference Championship....they get the Automatic BID for the "Dance". No matter how good or bad they are or what their record is. This would apply as well here.
We would use the League Championships for all Level Caps mentioned above, as the teams with the Automatic BIDS for our Tourny here.
That would be 71 Automatic Bids.
Now obiously,NCAA basketball uses a 64 team bracket as i'm sure we've all filled out one time or another...
Since we exceed that amount,we will double that and go with a 128 Team Tournament.That's just 1 more round,than what college basketball would use....
Now,we would have our 71 Automatic BIDS,so we would be looking for 57 AT-Large teams to fill the Bracket out.
Since the Competition should be the best,the 1st DIBS on an AT-Large Entry should be all undefeated teams,that would have won their Division...but did NOT win their League Championship Game.(All teams counted,but the highest League would get 1st Entry)
Another words, If there happens to be a bunch of undefeated teams throughout all the Leagues and the AT-Large teams fill out fast....then the Lower Capped teams are SOL.(Just like in real NCAA...Are they going to take Duke as an AT-Large or MT. Saint Mary?)
However,with only 142 Possible Undefeated teams (That's every league and Conference,which is a possible 142 teams that could have gone undefeated.....MINUS 1/2 of them (71) that did not win their Championship game. (That's assuming 2 undefeated teams matchup in Championship game)
With 57 AT-Large BIDS Possible,Most Teams in all the leagues will have a shot at an AT-Large Bid that has gone undefeated and did NOT win their Championship game.
In the case that that there isn't many undefeated teams that are elegible for the AT-Large BIDs and the Bracket is not full,(Which would be rare)we then move on to BID #3)...The teams with the best record(not undefeated) with the smallest margin of Defeat. This is a wildcard and allows any team the possibility for the At-Large Bid. So power Conferences and Leagues do NOT apply here.Example: If a team in a level 38 Capped League has a team that lost 1 game by 7 points and there's a team in a Level cap 13 league that lost only 1 game by 4 points...then the cap 13 team gets the AT-Large Bid...No exceptions!
Lets Summarize(Bid to enter tournament)

Now the Bracket would be set up just like an NCAA Bracket,but with 128 teams.
We match up the pairings just like in NCAA Tournys.
Except every team gets a seeding...1,2,3,4 all the way to 32 seed.
1-32 in each bracket (North-South-East and West or whatever we set up) 32 teams each Bracket X 4 is 128 teams.
Since there are 8 leagues that qualify for the Tourny...13,16,21,24,28,31,34 and 38. Each League represents their respected seed.
Here are the seeds you will be elegible for whatever league you play in....
