I'd get the break block. You can still max out shed block and then you'll add a non-diminishing return item in the break block along with the bonus of the make tackle chance.

If you take the shed block piece you can save some SPs on Shed Block and max it out, or take shed block to the diminishing returns level, which would both be good, but I don't see it as good as the first scenario.
