Speed/Agility first and foremost. If hes gonna be used in recieving situations only. I would worry about strength/carrying later on. But its hard to get an OC to use a back in 1 situation only. As far as if it were my own guy. I would build a normal Speed/Elusive back buck concentrate on training on intense Carrying/Catching with some jumping. If you have a low level back and haven't rounded out the build at all. I would do this below
Speed to 48
Agility to 48
All equipment into Speed.
Train catching/carrying/vision/jumping, etc
Speed to 61
Agility to 61
Than start putting sp's into catching and vision
train jumping up a little
This should take you a while, but since you haven't neglected speed/agility/carrying/vision if it doesn't pan out as a recieving back or your bored with it, he can still be productive as a dual purpose back.

This is a pretty terribly mediocre build plan. Not enough speed/agility and going cap/cap 2nd/2nd is usually worse than going cap/2nd cap/2nd. Also, well built HBs don't really need more than trained catching for quite a while so adding SPs this early seems awful.
This back wouldn't be awful, but he certainly wouldn't be great either.

I'd build him like a normal elusive back but lay off the top end speed/agility while soft capping catching around level 30-40 and then try to pick AEQ and SAs that help with YAC etc.

Catching isn't terribly important. I have a receiving back and he drops balls rarely, and I only soft capped catching around level 58 or so.
My back has good, not great speed. 100-110.
Good, not great, agility. 75-80. If I did it again I might have more, since Creative route running is pretty important.
Strength and Carrying around 60 natural. Breaking tackles is pretty important for a receiving back, because you'll be getting screens or outlet passes that you need to break out for gains. Also, you break one tackle and you have a great chance of going to the house.
For SAs: First Step is very important, as are Quick Cut and Juke. Juke helps you get open early.
For VAs, Bruiser or Slippery depending on what you prefer for style; both have their benefits. YAC Attack is important as well.

60 strength won't break many tackles so either take it 70+ or go all out in speed & agility.

The 60 strength is for many other things, not just breaking tackles.
