Don't forget the other part of the the SA description "The <position> will execute this block when he is overmatched or when he needs to take the defender out of the play very quickly.
The game appears to allow players to use Cut Block when behind a defender to pretty much clip would-be tacklers, especially if the defender is almost close enough to make a tackle roll. Players can attempt a cut block with or without the Cut Block SA (just like defenders can try to make a diving tackle without the corresponding SA), they just don't get a bonus to help offset the penalties to their block roll.
If you have a FB that blocks outside for a fast RB, is an important special teams blocker, or otherwise frequently finds himself in open space trying to chase down defenders between him and the ball carrier, Cut Block is probably not a bad idea.
