I am trying to figure out how to set it up so all my players get playing time and I dont know how to set it up. I have played with advanced energy and it doesnt make a difference. Can anyone help please?

98/99 works for me.
It's hard when you are trying to split PT between lvl. 8 players and lvl. 17 CPUs due to the fact there is most likely a gap between their stamina.

Sign some guys if you can and get rid of the cpu's that are just wasting valuable PT. If you want to keep them off the depthchart and force starters in the advanced energy.
