I dont get what it actually does. Makes your defense target a specific offensive player?

ok so here it is in a nutshell
in the scouting screen you identify and tag players
so take my team that I have now we have a passing QB and a rushing QB
rushing QB is tagged as Rushing QB and passing as passing

that way teams can still put together a killer pass defense for when the passing QB is in for the exact same formation
no more coming up with 1 defense to sort of take out both threats.

Nice. I love it. I'm going to rush with my passing QB all season just to confuse them on which QB is which. :-)
That or I'm going to keep ALL of my players off the depth chart until gametime.

I've posted this elsewhere. I know people have been calling for it, but I don't think it will do much.
A smart OC will just mix up his personnel and use guys in different positions. If you are targeting my rushing QB, I'll make sure he's in the game to rush the ball up the gut, or to throw screen passes (unless they really won't work anymore), etc.
Are you targeting my scat back? I'll put him in the game as a decoy and then give to my fullback.
I really think smart OC's who run good, balanced attacks will make this mostly useless.
It could prove very valuable against a very predictable, one-dimensional team...but face it, in Pee-Wee's, that's a game that any good team will win anyway.

Hmmm... will teams know that I'm passing because I've got my pass catching TE in the game? Will teams know I'm running because I've got my blocking TE in? That does make it a lot more work for me to scout, and it will also make it a lot more work as an OC to confuse the defense about what I'm actually trying to call.
This could make next season an even bigger pain in my ass.

yes teams can use whatever they want to tag
if they notice a TE who has 100 catches a season, a team can tag for when he is in and put a CB or somebody on him to try and shut him down.
when your powerback is in, they will tag him, all this is doing is finally giving the edge to the defense, since offense has always had the edge. if anything I think it creates a level playing field for once
