is there a market for well built lvl 39 shutdown CB's? because im too high for lvl 38 cap league. Ive been a starter for 3 seasons so im not sure what kinda spot i should look for. if so what kinda role should i be looking for?

If he actually is well-built, you'll find a spot for him. Well-built corners, regardless of level, are hard to find in this game and always in high demand.

+1, what he said. well built CBs are extremely hard to come by (you would be surprised by how many botched builds there are in the market), and if you do have a good build, regardless of lvl, you'll be getting a few PMs to say the least.
