can blocking and tackling not be better than that?

I mean it looks like a shit roll to me but maybe kickers are different.

like Geoffers said, you lost 4 points in other attributes. There are several that you want to have the lowest number possible in, which is eight.

for a punter there are six attributes that you want at eight: stamina, blocking, tackling, catching, carrying, and kicking.

these are points that could go to other attributes (punting) that you will never get back.
