when slow building should you buy lvl 1 EQ?

EQ doesn't have any affect whatsoever on training gains and leveling, so yeah, if you want it.

If you understood how and why slowbuilding works, you wouldn't ask that question. Take some time to learn how to slow build and why it works. There are a lot of people on this site who decide to slow build and build terrible players.
