I think he has a solid build. I dont have much experience with QB builds, but my level 17 QB has higher throwing... But I really dont know if this is better than your high vision,...

Its pretty good, but why 8 in dump pass?

cuz I sorta think it would be good if my guy is pressured a lot to run outside and use that SA. Plus I got 2 AE that have Dump Pass +3 = 6 plus the 2 I put on it.

If all eq is in throwing, you need more. Also more vision (to 68) and strength (to 60). Search for pocket passer eq instead of DP.
