Superior Blue Cleats (24 Ts inside)
+3 speed, Break block chance +8%, Force fumble chance +8%
and
Superior Pink Cleats
+1 Closing Speed SA

What's the better choice for my whole career?

Depends on your build and how your team is using you. Generally speaking though, I would go with the Closing Speed SA for an FS.

The first piece makes your guy special. Keep it and build accordingly (get a bit more strength and tackling, ask your DC to blitz you once in a while).

The second piece can potentially save you a lot of points in the second tree - but you want Big Hit up to 8+ anyway. So unless the Closing Speed comes along with +2 speed/vision/agility or +3 strength/tackling/jumping/stamina, I wouldn't consider it.

A Monster Hit piece would be perfect to work along with the FFum-chance.

Definitely not the second one. Single SA ones are pretty meh.

The blue shoes are awful for a FS imo
You're not building a LB or a DT... so why would you want this piece?

Your FS is level 18 and I REALLY HOPE that you didn't touch strenght and tackling yet.... 8% chance of forcing a fumble when your chances are about 1% at the moment = fail... You have about 1.08% chance of forcing a fumble now.... GREAT PIECE! (sarcasm)

Get the closing speed piece. You can NEVER have enough speed at the FS position

Not if its one of the best 2 SAs for a position. +5SA +8 attribute at L56? thank you very much.

Should take a single good SA over a so so one with attributes any day.

And fumbles don't happen nearly often enough for that % to be worth anything.

Go with the 2nd piece.
