When does this apply? When the QB throws the ball or after the catch is made? And what exactly is "far away"? Will it help me get there to make a deflection or just make it look like I took a good run at the guy running at the other end of the field? Does it stop working when you get close?
>5 yards is far away. I think it applies when a player is running with the ball in their hands. Don't use it unless you play zone.

I've heard different things as to the questions you asked, but for the most part I think it's a worthless SA for a CB.

It states that CS is used to catch the ball carrier, so that would mean once the ball is caught, or once the HB has the ball. There are better SA's to choose from, but you wouldn't want to ignore it. Could be the difference between allowing a TD, or catching the ball carrier in time to only allow a first down.

I have a CB who plays in a Zone Defense. I have 2 pieces of AEQ with Closing Speed. It looks great in run support. Other than that I can't tell because I haven't had to chase anyone down.
