Yeah definitely worth it. Pretty much any somewhat useful S.A. with +3 in a major is worth it.
Idealy you want +3 in a major and +1 Bomb S.A. but hey, sometimes you have to settle for lesser s.a's.
I would definitely buy that and upgrade it, and be extremely happy with it.

Yeah, I know it's not bad, but I really wish it was D-Line General or Shed Block, since I don't really know how good Strong Base is
