Both are shoes, so I have to pick one. This is for a speed based OLB.

+2 Tackling / First Step SA

or

+3 Agility / Tunnel Vision SA

What do you think?

if you must then the 2nd one for ROLB and the 1st for the other 2 spots....I would prefer a better SA though.

It depends on how much your DC blitzes you. If the DC blitzes you often during passing situations, then go with the TV piece hands down (+3 agility was the deciding factor despite a previous post of mine). If you do not want to be a blitzing LB or your DC rarely blitzes you during passing situations, then go First Step.
