Lets get the jokes out first!

Will the overall performace of a power back be hurt if the player is not maxed out on size? For instance 5'11" 195lbs.

I thought I read somewhere that heavier is slower and lighter is faster, but heavier breaks tackles more...

Heavier seems to absorb hits better imo. My HB fumbles a lot less than guys that are lighter and have more cover up and about equal carrying.

Weight is a big factor in the velocity formula, so I would go for light. But they're all pretty close.
