When 1st capping speed, do you intense train until you get enough SP to cap it (train to 22 speed by level 3-4 and use all SPs to 48) or do you train until 28 speed (by level 8 when you have 50 SPsand can already 2nd cap it?

Cap it as early as possible. That way you get more value from the automatic level gains.

J Stay has the right idea except that the only relevant cap to have done early is the last one you'll do for an attribute.
IE: If you're taking an attribute to 4:1 (68) it doesn't matter when it reaches 48, only how soon it reaches 68.
If you train the attribute longer you will have the SP to use later, potentially raising that skill or another faster.
If you distribute SP sooner, you will be able to train another attribute sooner, meaning your build fills out overall potentially quicker.

I can't tell you which one is more efficient because I've never done a side by side comparison, but I know both will work well.
Use whichever sounds better to you, or use the player builder (or see if someone replies with comprehensive, reliable data) to find an answer.

Personally I try to train any given attribute to 28 before distributing SP.
If I have the option to progress at any pace (say I'm taking strength to 5:1 on a DT, so I have a long time I can train) I will train the next skill I'll cap to 35 before moving to something else.
