Definitely.
Quick Cut would be more important for a speed back than an elusive back anyway, you'd want him to stay as close to full speed as long as possible.

imagine 10 is great for anyone, losing speed would hurt anyone, if your a power back, how scarey is a locomotive that doesnt lose speed making a cut.
