HB:
Major Skills – Strength, Speed, Agility, Vision, Confidence, Carrying = each get .33 per level, meaning they take precedence to raise early on.
Minor Skills – Jumping, Stamina, Blocking, Throwing, Catching = each get .2 per level
Other Skills – Tackling, Kicking, Punting = each get 0 per level, and should never be raised.
Tackling, kicking, and punting should each be 8 on your initial roll.
Jumping, stamina, blocking, throwing and catching will all be 10.
Speed, agility, vision, carrying and confidence should be as close to 10 as possible. Carrying is the most important to have low, agility and speed are the least important to have low.
Strength should be as high as you can get it.
Always train on intense until at least level 32-35, when you should begin looking for AEQ you might want.
Train str/carry, deposit points to strength as soon as it can be raised to the first cap
Then train carry/con, get carry to 35 then move on
Then con/vis, get con to 35 then move on
Then vis/agi, get vis to 35
Then agi/speed until agi is 35
Then speed/stam until speed is 35
After the first strength cap:
If carrying isn't at least 28, and ideally 35 by the time you'd like to raise it to the first cap, raise strength again instead; it's not worth it.
Once carrying is ready, single cap it if you want.
Alternate (or do one at a time) between strength and carrying until both are either 68 or 73.
By the time this is done, agility or even speed should be ready for a cap.
Don't cap skills except Strength, Speed, Agility, Vision, Confidence or Carrying until at least ~level 35. I wouldn't recommend even investing points until those major attributes are where you want them forever.
SAs come way later also.

the gains drop off at about lvl 28ish, and then again around lvl 35. numbers arent exact, but you get the idea

About what level would it be to have a back with these attributes capped in this way?

If you boost, probably around LV55.

That's not true. If you went for just those 4 attributes, you could have them there by around level 40 I think.
