this level 42 te is pure speed/recieving. Should I invest more than 5 points to his run route special ability? I have 5 points to his run route currently, do I need more now?

Always get every necessary attribute as high as you can before investing a lot in SAs (since their effectiveness hasn't been 100% proven).
